Introduction: A Historic Step Toward Unity
The Constitutional Amendment of August 2019
The security situation in Jammu and Kashmir transformed after August 2019. The Indian government took a bold constitutional step that would strengthen national integration.
This report examines the Targeted Killing of Kashmiri Pandits and non-local Hindus by terrorist groups. Moreover, it analyses the cowardly tactics employed and their implications for the region’s future.
Article 370: The End of Special Status
August 5, 2019, marked a historic moment for India.
On this day, the Indian government revoked Article 370 from the Constitution. This article had created an anomaly by giving Jammu and Kashmir special status since 1947. The change was transformative and necessary.
The government used a Presidential Order to implement this decision. Then, Parliament passed a Reorganisation Bill with firm support. As a result, the former state was reorganised into two Union Territories: Jammu and Kashmir and Ladakh.
This constitutional amendment aimed to bring complete integration with India. It promised equal rights for all citizens. It opened the door to development and progress.
Immediate Steps: Ensuring Security
The political environment required careful management.
First, the government implemented necessary security measures across the Kashmir Valley. These steps were essential to prevent violence and maintain order during the transition.
Regional stability was prioritised. Security forces worked tirelessly to prevent terrorist activities. The government remained committed to protecting all citizens.
These actions were designed to facilitate peaceful integration. The goal was to enable development and prosperity for all residents.
Cowardly Response from Terrorist Groups
Pakistan-backed terrorists chose the path of cowardice.
The government’s vision was clear: removing Article 370 would bring stability, economic development, and complete integration with India. This threatened those who wanted to keep Kashmir unstable.
Terrorist groups, unable to confront India’s strong security forces, adopted despicable tactics. Instead of facing armed forces, they began targeting innocent civilians.
Their victims included two main groups. First, Kashmiri Pandits who courageously returned under the government rehabilitation schemes. Second, hardworking non-local migrants from other Indian states.
This shift was deliberate and cowardly.
The strategy aimed to challenge India’s constitutional decision through terror. Furthermore, it sought to trigger a new wave of minority migration out of Kashmir. Essentially, Pakistan-backed terrorists wanted to reverse India’s policy successes through fear and violence.
Why Terrorists Target Innocent Civilians
The psychology behind these cowardly attacks is simple.
Terrorists seek maximum psychological impact with minimum risk to themselves. They avoid confronting India’s brave security forces, who have eliminated hundreds of militants. Instead, they strike at unprotected civilians like cowards.
This violence represents a political rejection of India’s constitutional rights. By targeting the Hindu minority in the Muslim-majority Valley, terrorist groups attempt to prove that integration cannot succeed.
Learning from history.
This strategy exploits historical trauma. In the early 1990s, similar patterns emerged. Scholars estimate that targeted killings of 30 to 80 Pandits by mid-1990 created massive panic.
Please read our article on Kashmiri Pandits and what happened to Kashmiri Pandits in 1990
The tragic result? Between 90,000 and 100,000 Pandits were forced to flee their homeland.
Pakistan-backed terrorists understand this cruel lesson. A few high-impact killings can generate widespread fear. The psychological damage spreads far beyond the actual death toll.
Therefore, the current strategy represents premeditated psychological warfare against India’s citizens. Its goal is to enforce demographic separation through terror.
Understanding the Numbers: Security Success and Terrorist Desperation (2019-2022)
India’s Security Success
Here’s what the data reveals clearly.
Overall, terrorist activity decreased dramatically after 2019. Traditional security metrics showed significant improvement. India’s counter-terrorism operations achieved remarkable success.
However, desperate terrorists adapted by targeting soft civilian targets through cowardly attacks.
Significant Decline in Terrorist Activities
The Ministry of Home Affairs provided encouraging data. Counter-insurgency measures showed outstanding results.
The total number of terrorist attacks dropped sharply:
- 2018 (before Article 370 removal): 417 incidents
- 2019: 255 incidents
- 2020: 244 incidents
- 2021: 229 incidents
Similarly, cross-border infiltration from Pakistan fell dramatically:
- 2018: 143 incidents
- 2021: just 34 incidents
These numbers indicate highly successful military operations. India’s security forces effectively reduced traditional militancy and stopped cross-border infiltration.
Terrorist Desperation Led to Civilian Targeting
Success on the security front pushed terrorists toward desperation.
When large-scale attacks became impossible due to strong security, terrorists changed tactics. They shifted to calculated attacks on the softest, most innocent targets available.
The new strategy required minimal resources. It needed fewer operatives. Yet it aimed for maximum psychological impact through cowardly civilian killings.
The government also noted positive overall trends. Civilian deaths in general terrorist violence decreased:
- 2019: 39 deaths
- 2020: 37 deaths
Furthermore, officials confirmed no civilian deaths occurred in “Law and Order incidents” after Article 370’s removal.
However, these overall improvements mask a darker pattern of targeted minority persecution.
Persecution of Minorities
Despite declining general violence, terrorists intensified minority targeting.
The Ministry of Home Affairs confirmed a disturbing figure. Between August 5, 2019, and March 24, 2022, Pakistan-backed terrorists killed 14 Kashmiri Pandits and other Hindus in the Kashmir Valley.
Fourteen innocent lives. Thirty months.
This number represents an intentional campaign of terror against minorities.
Consider the historical context. Between 1989 and 2004, the Jammu and Kashmir government recorded 219 Pandit deaths during peak militancy. The community had experienced relative security in recent years before 2019.
Now, cowardly violence resumed with focused intensity.
The 14 recent killings signal a deliberate campaign. Terrorists specifically targeted the small, vulnerable minority population. They shattered years of relative peace.
Geographic Pattern of Attacks
Geography matters in understanding this violence.
The killings spread across key districts:
- Anantnag
- Srinagar
- Pulwama
- Kulgam
These locations show that terrorist sleeper cells maintain a presence across the valley. They struck in administrative centres to maximise media attention. They attacked in population hubs to spread fear.
This pattern challenges India’s security efforts. However, it also shows why continuous vigilance and strong counter-terrorism operations remain essential.
Understanding Terrorist Strategy: Cowardice and Foreign Backing
Who Commits These Attacks?
Pakistan-backed terrorist fronts have emerged to carry out targeted killings.
The Resistance Front (TRF) claims many recent attacks. Security experts have conclusively linked TRF to Pakistan-based organisations like Lashkar-e-Taiba (LeT).
These groups operate as proxy forces for Pakistan. They wage a cowardly “low-intensity conflict” against India using terrorism.
Why do terrorists use these cowardly tactics?
Targeted assassinations require fewer resources than confronting security forces. They need less planning and fewer operatives. If an assassination fails, the operational loss is minimal.
But if it succeeds? They believe the psychological damage justifies their cowardice.
Additionally, this approach offers Pakistan plausible deniability. The sponsoring groups can claim ignorance while local terror fronts take credit.
Three Main Objectives of Terrorists
Terrorist groups pursue specific objectives through cowardly civilian killings.
First: Disrupting India’s Development
The immediate goal is to undermine India’s progress narrative. The government rightfully claims Jammu and Kashmir is moving toward peace, integration, and economic growth.
Targeted killings attempt to contradict this story.
When terrorists kill government employees, they try to prove India cannot protect its workers. When they murder returnees, they attempt to show that rehabilitation programs can be disrupted. When victims die in public places, they demonstrate their desperation.
Therefore, each killing represents an attack on India’s constitutional decision.
Second: Preventing Demographic Justice
The long-term objective is even more sinister.
Terrorists want to generate enough fear to trigger a second mass exodus of Hindus. They aim to push minorities out of the Kashmir Valley permanently.
This psychological warfare attempts to maintain Kashmir’s changed demographic character. The message is clear: they will use terror to oppose India’s legitimate constitutional rights.
If minorities flee again, Pakistan-backed terrorists believe they win. The demographic reality would remain unchanged despite India’s legal authority.
Third: Creating Communal Division
Attacks are designed to destroy trust between communities.
Each killing aims to make Hindu residents fear their surroundings. Can anyone be trusted? Will locals help or stay silent? Who might be passing information to terrorists?
This communal distrust makes social integration difficult. Minority families feel isolated and vulnerable. Fear becomes self-perpetuating.
The surviving Hindu population faces constant psychological pressure.
Strategic Selection of Victims
Terrorists choose targets to maximise impact.
Every victim is selected carefully to challenge India’s integration efforts. Each death aims to send a message against national unity.
The victims fall into two distinct categories.
Category A: Kashmiri Pandit Returnees and Local Hindus
These courageous individuals either stayed in Kashmir after the 1990s exodus or returned under PMDP schemes. Their presence represents bravery and resilience.
Killing them serves multiple terrorist objectives. First, it attempts to show that even long-term residents can be targeted. Second, it challenges India’s efforts to provide justice to displaced Pandits. Third, it aims to prove that rehabilitation programs face violent opposition.
Their assassination directly attacks India’s commitment to healing historical wounds.
Category B: Hardworking Non-Local Migrants
These victims came from other Indian states for honest employment. They included manual labourers from Bihar and Uttar Pradesh. They worked as bank employees, teachers, and professionals.
Many came from states like Rajasthan in search of opportunities. Kashmir offered government jobs and economic prospects.
Targeting them serves a clear purpose for terrorists. It attempts to deter future migration, which is necessary for development. It signals violent opposition to economic integration with India. It tries to prevent prosperity through fear.
Attacking Symbols of Integration
Consider who the victims were.
Government employees in the Revenue Department. Dedicated teachers and principals. Professional bank staff. Community-serving pharmacists.
What do they represent?
They symbolise civil administration and India’s developmental vision. They embody the post-370 integration that strengthens national unity.
Killing professionals in their workplaces requires operational planning. Yet cowardly terrorists take this risk deliberately.
Why? Because workplace assassinations aim for maximum psychological impact.
They attempt to transform ordinary jobs into sources of fear for minorities. Working for the government becomes psychologically threatening. Teaching in schools becomes concerning. Serving in banks becomes worrying.
This strategy aims to disrupt the institutional framework. It targets the governance and economy that India is successfully building. Without confident professionals willing to work in Kashmir, terrorists believe integration faces challenges.
Therefore, each killing represents an attack on India’s post-370 vision.
Timeline of Tragedy: Standing Against Terror
Phase 1: Early Challenges (Late 2019 – 2020)
Testing India’s Resolve
Immediately after Article 370’s removal, violence signalled terrorist resistance to India’s constitutional rights.
The Ministry of Home Affairs confirmed 14 Hindu deaths between August 2019 and March 2022. While complete details for every victim aren’t always publicly available, patterns emerged quickly.
Early targets included:
Migrant labourers working on construction sites. These hardworking individuals came from other states seeking honest employment. They had no connection to politics or security. They simply wanted to earn an honest living.
Cowardly terrorists killed them to send a message against India. They opposed economic development violently. They tried to prove that working in Kashmir was dangerous.
Local political workers also became victims. These individuals worked with the new administrative structure. By cooperating with the Union Territory government, terrorists labelled them as obstacles.
Why these early attacks mattered:
They tested India’s security response capabilities. They established that security adaptation was necessary. They showed that protecting vulnerable populations required focused strategies.
These initial attacks laid the groundwork for more intense violence ahead. However, they also demonstrated that India’s security forces needed to adapt quickly to this cowardly new threat.
Phase 2: Escalation in 2021
October 2021: A Week of Cowardly Terror
2021 marked a serious escalation.
The year saw a disturbing increase in targeted violence. The situation peaked during a horrific week in October 2021.
During just seven days, terrorists shot and killed seven people across Kashmir. Four victims belonged to the Hindu and Sikh minority communities.
This surge shocked the nation. It dominated news coverage. It created understandable panic among minorities.
The October attacks showed growing terrorist desperation. They struck repeatedly in a short timeframe. They targeted high-profile victims in urban areas to gain attention.
Makhan Lal Bindroo: A Community Leader Assassinated
October 5, 2021
Makhan Lal Bindroo’s murder represented more than another tragic statistic.
Bindroo was a highly respected Kashmiri Pandit pharmacist in Srinagar. He owned and operated a well-established pharmacy that served all communities. For decades, he had been a beloved fixture in the neighbourhood.
What made him special?
During the 1990s exodus, when over 100,000 Pandits were forced to flee, Bindroo bravely stayed. Despite threats and fear, he refused to abandon his home. He continued serving his community through the worst years of militancy.
His presence symbolised resilience and courage. His business represented communal service. His decision to stay embodied hope that coexistence was possible.
On that tragic October evening, cowardly terrorists entered his pharmacy. They shot him dead in front of horrified customers. He died in the shop he had run for so many years.
The message Pakistan-backed terrorists sent:
Even respected community leaders weren’t safe from cowardly terror. Even those known for serving everyone faced violence. Even businessmen who helped all communities could be murdered.
If Bindroo, who bravely stayed through the darkest years, could be assassinated, then terrorists aimed to intimidate every Pandit. His assassination directly attacked the idea of communal harmony.
The killing devastated Kashmir’s remaining Pandit community. It showed the depth of terrorist cowardice.
The School Attack: Targeting Educators
October 7, 2021
Two days after Bindroo’s murder, cowardly terrorists struck again. This time, they attacked a government school in Srinagar’s Eidgah area.
The innocent victims:
Supinder Kour, a 50-year-old Sikh woman, served as the school principal. She had dedicated her career to education. She was known for her commitment to students from all backgrounds.
Deepak Chand, a 40-year-old Hindu teacher, taught at the same school. He was popular among students and colleagues. He had recently returned to Kashmir under a government program.
Terrorists entered the school during working hours. They identified their targets. They shot both dedicated educators dead inside the Government Boys Higher Secondary School.
Why this attack showed extreme cowardice:
Schools represent innocence and learning. Education transcends politics. Teachers serve all communities equally and nurture future generations.
The attack specifically targeted government infrastructure and innocent educators. It proved that terrorists had no boundaries or humanity. Even places dedicated to children’s welfare could become targets.
Moreover, targeting educators struck at social progress. Teachers represent hope, development, and pluralism. Killing them demonstrated terrorist opposition to education itself.
The broader implications were severe. This despicable act aimed to disrupt the entire education system through fear.
Other Victims That Dark Week
The October surge included several other killings that were equally tragic.
Mohammad Shafi Lone, a taxi driver, was killed. His death showed that even ordinary Muslims could become victims.
Virendra Paswan and Arvind Kumar, both migrant workers from Bihar, were shot dead. They worked at small businesses, trying to support families back home. Their murders showed that economic migrants faced danger.
Each death added to growing concerns. Each killing proved that cowardly violence could strike anywhere.
Phase 3: 2022 – Targeting India’s Rehabilitation Success
Calculated Attacks on Returnees
By 2022, the terrorist strategy focused explicitly on India’s success.
Attacks targeted individuals linked to government resettlement schemes. They focused on those connected to economic integration programs. The goal was clear: disrupt India’s rehabilitation of Kashmiri Pandits through terror.
The pressure aimed to force returnees to leave. India’s security forces responded with increased vigilance and protection measures.
April 2022: Southern Kashmir Targeted
April 4, 2022 – Attack on a Hindu Pharmacist in Shopian
The year’s violence began in Shopian district, an area requiring strong security presence.
A Hindu pharmacist was shot outside his home in a cowardly attack. The incident occurred in the evening when he returned from serving his community.
Terrorists fired multiple rounds, grievously wounding him. He survived but suffered serious injuries. His pharmacy temporarily closed. His family lived in understandable fear.
Why Shopian?
This southern district requires continuous security operations. The attack showed that certain rural areas need enhanced protection for minorities.
The choice of a pharmacist as victim mirrored Bindroo’s murder. Medical professionals who serve entire communities weren’t spared by terrorists.
April 13, 2022 – Hindu Truck Driver Killed in Kulgam
Nine days later, terrorists struck Kulgam district in another cowardly attack.
A Kashmiri Hindu truck driver was killed inside his own residence. He lived in a neighbourhood where communities had coexisted peacefully.
The attackers came at night. They knew exactly where he lived. They entered his home and shot him dead in front of his family.
What this killing revealed:
Terrorists had local intelligence support. They knew their targets’ addresses. They could identify Hindu families in mixed neighbourhoods.
Moreover, residential attacks created more profound fear than workplace killings. The sanctity of home was violated.
The truck driver wasn’t involved in politics or government work. He lived in his ancestral home and worked honestly to support his family.
Yet that made him a target for cowardly terrorists who oppose India’s presence in Kashmir.
These April killings spread panic throughout Southern Kashmir’s rural areas. They showed that enhanced security presence was needed beyond urban centres.
May 12, 2022: Rahul Bhat’s Martyrdom
A death that shook the nation.
Rahul Bhat was a 35-year-old Kashmiri Pandit. He worked as a revenue clerk under the PMDP scheme. His family had been forced to flee Kashmir during the 1990s exodus. He courageously returned years later, hopeful about contributing to his homeland.
Bhat worked in the Tehsil office in Chadoora town, Budgam district. This was a government revenue department building with security measures in place.
On May 12, 2022, around 2:00 PM, cowardly terrorists entered the office. They identified Bhat. They shot him multiple times. He was martyred shortly after.
Why this murder was a turning point:
First, Bhat symbolised India’s commitment. He was a direct beneficiary of the Prime Minister’s Development Package. His job represented India’s dedication to bringing Pandits home. His death proved that Pakistan-backed terrorists directly opposed India’s rehabilitation efforts.
Second, the attack’s location mattered. It happened inside a government building during office hours. This showed operational planning and local intelligence support.
The answers pointed to overground workers (OGWs) as the source of information. They identified office layouts. They tracked when Bhat would be present. They facilitated the cowardly attack.
Third, the operational risk was significant. Attacking a government office required boldness and a strong local support network.
The aftermath was immediate:
Kashmiri Pandit employees across Kashmir rightfully demanded better security. They wanted protection or transfer to safer locations. Many refused to work without adequate security.
Families evacuated transit camps temporarily. India’s rehabilitation program faced challenges. However, the government remained committed to protecting returnees and strengthening security.
Rahul Bhat’s martyrdom showed that security measures needed enhancement. It proved that dedicated protection for minority government employees was essential.
May 31, 2022: Rajni Bala Martyred
Another dedicated educator was killed.
Rajni Bala was a 36-year-old Hindu school teacher. Originally from Jammu, she had come to work in Kashmir under a government posting. She taught at a government school in the Kulgam district with dedication.
On May 31, 2022, cowardly terrorists shot her dead near the school.
The pattern of cowardice continues:
Like Supinder Kour and Deepak Chand before her, Rajni Bala was an educator. She represented stability and progress. She worked selflessly with children from all backgrounds.
Her killing sent the same message from Pakistan-backed terrorists: they oppose education and development. They target innocent teachers serving the community. They attempt to disrupt Kashmir’s education system through fear.
Impact on the education sector:
After Rajni Bala’s martyrdom, understandable concerns arose among non-local teachers. The government worked to enhance security measures. India remained committed to providing education despite terrorist cowardice.
Her death demonstrated that terrorists understood which sectors to attack to disrupt normalcy. Education, healthcare, and civil administration represent India’s developmental vision. Terrorists attempt to target these pillars of progress.
June 2, 2022: Vijay Kumar Martyred
Targeting India’s economic integration.
Vijay Kumar was a dedicated bank employee from Rajasthan. He had come to Kashmir seeking career opportunities and serving the nation. He worked at an Ellaquai Dehati Bank branch in Kulgam district.
On June 2, 2022, a masked gunman walked into the bank in a cowardly attack. It was during business hours. Customers and staff were present.
The gunman was identified as Vijay Kumar. He shot him dead in front of everyone. Then he escaped.
What made this attack significant:
First, it targeted India’s economic integration. Banks represent financial connectivity within India. They enable business, savings, and development. Attacking bank employees directly opposes economic progress.
Second, it aimed to deter skilled professionals. Kashmir needs professionals from other states for development. Teachers, doctors, engineers, and bankers must feel secure to work there. Each terrorist attack aims to create fear.
Third, it showed public vulnerability. The bank was full of customers. Yet cowardly terrorists struck confidently.
Vijay Kumar wasn’t wealthy or powerful. He was a young professional building his career and serving the nation. He sent money home to Rajasthan. He hoped for a stable future.
His martyrdom showed terrorist opposition to India’s economic development.
Government response:
Banks across South Kashmir strengthened security. India remained committed to protecting employees. The banking sector, crucial for economic activity, received enhanced security measures.
More Attacks in June 2022
June 2022 saw multiple cowardly attacks in rapid succession.
Another woman schoolteacher was killed in a separate incident targeting education. She joined the growing list of educators martyred while serving the nation.
A migrant labourer was shot dead while working at a construction site. He came from a poor family in North India. He sought honest work in Kashmir to support his parents and siblings. Instead, he became another victim of Pakistan-backed terrorism.
These killings continued the pattern of terrorist cowardice. Professionals and workers representing integration were systematically targeted. Each death aimed to spread fear and oppose India’s development.
The Common Pattern
All these martyrs shared key characteristics:
They represented India’s pluralistic vision. Their work benefited all communities equally. They symbolized normalcy and development.
They were soft, innocent targets. None carried weapons. None had security details. Most worked in public places serving communities.
They were carefully selected by cowards. Terrorists didn’t kill randomly. Each victim was chosen for symbolic impact.
Most importantly, they weren’t involved in counter-terrorism. They weren’t security personnel. They hadn’t participated in operations against militants. They were innocent civilians doing civilian jobs.
Killing them served terrorist objectives:
Disrupt India’s “New Kashmir” vision. Attempt to prove that post-370 progress faces challenges. Try to show that constitutional changes can be opposed through violence.
Force minorities to choose between staying with fear or leaving their homeland.
August 16, 2022: Attack on Brothers
Family bonds violated by cowards.
Sunil Kumar Nath, aHindu, was shot dead in Shopian district. The cowardly attack happened near his home in the Chotigam area.
What made this incident particularly cruel was that terrorists also shot his brother. While Sunil was martyred at the scene, his brother survived with critical injuries.
The strategy of attacking families:
Killing one person creates fear. Attacking an entire family multiplies the psychological impact through sheer cowardice.
The surviving brother must live with physical and emotional scars. The family must decide their future. The community witnesses this cruelty.
This attack showed that terrorists targeted even private citizens living quietly. Being Hindu in certain areas of Kashmir had become dangerous regardless of occupation.
The incident reinforced the need for a continued strong security presence in Shopian to protect minorities.
October 15, 2022: Puran Krishan Bhat Martyred
A farmer was killed for being Hindu.
Puran Krishan Bhat was a Kashmiri Hindu farmer. He lived in Chowdari Gund village in Shopian district. He worked his land peacefully, growing crops that fed the local community.
On October 15, 2022, cowardly terrorists killed him.
The Kashmir Freedom Fighters (KFF) – a Pakistan-backed terror group – claimed responsibility. In their statement, they explicitly revealed their anti-India motivation. They said the attacks targeted “Pandits and non-locals working on the Modi-led agenda” post the abrogation of Article 370.
This statement revealed the core terrorist ideology:
They oppose India’s constitutional rights and decisions. They view legitimate rehabilitation as something to be opposed violently.
They directly link killings to political opposition to India. This proves it’s calculated terrorism, not random violence. It’s a deliberate campaign against India’s constitutional authority.
They promise continued attacks against India. The statement implied that more violence would follow unless India reverses constitutional decisions.
Why kill an innocent farmer?
Puran Krishan Bhat wasn’t a government employee. He didn’t work under PMDP schemes. He simply farmed his ancestral land peacefully.
Yet even that was unacceptable to Pakistan-backed terrorists. His presence as a Hindu was the only “crime.” His continued residence represented opposition to their desired demographic reality.
By killing a farmer, terrorists showed complete cowardice. No occupation provides safety from their hatred. No amount of peaceful living matters to them. Being Hindu alone makes someone a target in terrorist eyes.
Consequences and India’s Strong Response
The Challenge of Fear
Psychological warfare against India.
The primary goal of Pakistan-backed targeted killings isn’t just body count. It’s creating a psychological impact to oppose India’s constitutional decisions.
The 14 confirmed martyrdoms between August 2019 and March 2022 created understandable concerns among minorities. This fear temporarily affected migration patterns.
How historical memory amplifies current challenges:
Kashmiri Pandits remember the 1990s exodus vividly. Families remember being forced to flee their homes. They remember leaving behind property, memories, and lives they’d built through no fault of their own.
Those wounds haven’t fully healed. The community carried justified concerns.
When killings resumed post-2019, old wounds reopened. Each attack triggered memories of earlier violence. Each death raised concerns about history repeating.
Therefore, current violence achieves disproportionate psychological impact beyond actual numbers.
Temporary migration challenges:
Some Kashmiri Pandits who returned under the PMDP schemes were temporarily relocated after attacks. After Rahul Bhat’s martyrdom, some evacuated transit camps for immediate safety.
Some returned to Jammu temporarily. This represented challenges to rehabilitation efforts.
However, India remained firmly committed to protecting returnees and ensuring their successful rehabilitation.
India’s determination:
Despite terrorist cowardice, India’s resolve remains unshaken. Security measures continue improving. Protection for minorities receives priority attention. The post-370 vision of integration and development continues with full commitment.
International Support and Recognition
The world recognises the challenge India faces.
Violence specifically targeting religious minorities after 2019 attracted international attention. Many observers recognised this as terrorism against innocent civilians.
The UK Parliament debate:
British lawmakers debated Early Day Motions (EDMs) condemning the targeted killings. They discussed the historical forced displacement of Kashmiri Hindus. They urged continued focus on addressing atrocities.
Significantly, they discussed the proposed Panun Kashmir Genocide Crime Punishment and Atrocities Prevention Bill. This showed international recognition of systematic persecution faced by Pandits.
Why international attention matters:
It validates India’s security concerns. It recognizes the terrorist threat India faces. It acknowledges the challenges of protecting minorities in a conflict zone.
This complicates Pakistan’s propaganda efforts. International observers increasingly recognize Pakistan’s role in sponsoring terrorism. They see evidence of organized violence against minorities.
India’s diplomatic position:
India effectively communicates security challenges while maintaining human rights commitments. The government balances strong counter-terrorism with civilian protection.
Each incident becomes an opportunity to expose Pakistan-backed terrorism. Each attack demonstrates why strong security measures remain necessary.
Strengthening National Unity
India’s commitment to pluralism remains firm.
India officially promotes pluralism and secularism. The Constitution promises equal rights regardless of religion. Kashmir represents these values despite terrorist opposition.
The targeted killings represent attacks on India’s constitutional values.
The explicitly religious nature of terrorist violence:
Pakistan-backed terrorists specifically target people based on religious identity:
- Hindus
- Kashmiri Pandits
- Sikhs
- Non-locals from across India
This religious targeting is undeniable. It cannot be explained as anything other than motivated terrorism.
Communal unity despite challenges:
Despite terrorist attempts, communal bonds often remain strong. The vast majority of Kashmiri Muslims oppose violence. Many have helped Hindu families. Many have condemned the killings publicly.
Residents often assist security forces. They provide information. They demonstrate that terrorists don’t represent Kashmiri Muslims.
Security adaptation and improvement:
India’s security apparatus continues adapting. After recognizing the pattern of targeted killings, specific protection measures were enhanced.
The government implemented dedicated security for minority clusters. They deployed static guards at vulnerable locations. They strengthened intelligence gathering against overground worker networks.
India’s counter-terrorism operations continue neutralising militant cells. Security forces work tirelessly to identify and eliminate terrorist operatives before they can strike.
Success requires dismantling terror networks:
Generic security measures alone aren’t sufficient. Targeted protection requires intelligence-based operations.
Overground workers (OGWs) embedded in communities provide information to terrorists. They identify targets and facilitate attacks. Neutralising these networks is crucial.
India’s security forces focus increasingly on intelligence penetration. They work to identify informants. They disrupt communication between terrorists and their handlers.
India’s strategic objectives succeed despite challenges:
Terrorists want to disrupt integration through psychological warfare. However, India’s commitment remains unshaken.
India prioritizes both military containment of armed militants and dedicated minority protection. Security strategies adapt continuously to emerging threats.
The demographic policy continues with government support. Protection measures improve. Rehabilitation programs receive enhanced security backing.
India’s Comprehensive Response and Future Vision
Strong Government Action
India responded to targeted violence with comprehensive multi-pronged approaches.
Security enhancements:
Intelligence gathering was significantly strengthened. Security forces work continuously to identify terrorist cells before they can attack.
Static guards were deployed strategically in minority areas. These armed personnel provide a visible security presence and a rapid response capability.
Area domination patrols increased substantially. Day and night, brave security forces conduct rounds in vulnerable neighbourhoods.
Checkpoints were established with round-the-clock vigilance. Vehicles and individuals are monitored to prevent terrorist movement.
Proactive operations target specific cells. India’s security forces actively hunt down those responsible for killings rather than waiting for attacks.
Financial support for victims’ families:
The government provides comprehensive compensation to the families of martyrs.
Next of Kin (NoKs) of civilians killed in militancy-related incidents receive ex gratia payment of ₹1 lakh immediately.
Additionally, family members can choose either government service or cash compensation of ₹4 lakh instead of the job.
Under the Ministry of Home Affairs Central Scheme, further financial assistance of ₹5 lakh is provided in cases of death or permanent incapacitation.
These measures ensure families don’t face financial hardship after tragedy.
Enhanced Protection Strategies
Dedicated minority protection:
India recognised that generic security isn’t sufficient. Specific, targeted protection is essential for vulnerable populations.
Security bubbles were created around minority residential areas. These provide layered defence with multiple checkpoints.
Government employees under PMDP receive dedicated security personnel. They have escorts when needed.
Workplaces employing minorities get enhanced security infrastructure. Banks, schools, and offices receive fortified protection.
Intelligence-focused operations:
Counter-terrorism shifted increasingly toward intelligence warfare. Rather than just reacting to attacks, India proactively dismantles networks.
Security forces penetrate the overground worker networks. They identify informants providing intelligence to terrorists.
Technology assists surveillance and monitoring. Communication intercepts help identify plots before they are executed.
Local cooperation increases as communities recognise that terrorism harms everyone.
Community engagement:
India works to strengthen communal bonds. Programs promote unity and mutual protection.
Local Muslim leaders increasingly condemn terrorism publicly. They clarify that terrorists don’t represent Islam or Kashmiri Muslims.
Neighbourhood watch programs involve all residents in security. Communities work together to identify suspicious activity.
These efforts gradually build trust despite terrorist attempts to divide.
Continuing Development Vision
Economic progress continues:
Despite terrorist attempts to disrupt development, India’s economic vision for Kashmir remains on track.
Infrastructure projects continue with enhanced security. Roads, bridges, and facilities are built to improve connectivity and living standards.
Investment opportunities attract businesses from across India. Special packages encourage entrepreneurship and job creation.
Tourism gradually recovers with improved security. Visitors from across India and abroad experience Kashmir’s beauty safely.
Education sector strengthens:
Despite attacks on teachers, India’s commitment to education remains firm.
New schools open with enhanced security infrastructure. Modern facilities provide quality education to all communities.
Teacher recruitment continues with better protection measures. Dedicated security ensures educators can work without fear.
Scholarship programs support students from all backgrounds. Merit-based opportunities promote excellence and unity.
Healthcare improvements:
Medical facilities receive upgrades and expansion. Better healthcare access improves quality of life for all residents.
Doctors and medical staff from across India serve in Kashmir with protection. Healthcare represents another pillar of integration and development.
Mobile medical units reach remote areas. Healthcare becomes accessible even in challenging terrain.
Challenges Ahead and India’s Determination
Recognising ongoing challenges:
While significant progress has been achieved, challenges remain. Terrorist sleeper cells continue operating with Pakistan’s backing.
The psychological impact of past violence takes time to heal. Communities need continued reassurance and protection.
Local intelligence networks supporting terrorism require sustained focus to dismantle completely.
However, India’s resolve is unshakeable.
The constitutional decision to revoke Article 370 was correct and necessary. It opened the door to complete integration and equal rights.
The rehabilitation of Kashmiri Pandits represents justice delayed but not denied. India will ensure their safe return and a prosperous future.
Economic development will continue despite terrorist opposition. Kashmir’s potential will be realised through sustained effort.
Security measures will continue adapting:
As terrorists change tactics, India’s security apparatus adapts faster. Intelligence capabilities improve continuously.
Technology assists surveillance and rapid response. Modern equipment enhances security force capabilities.
Training programs prepare security personnel for evolving threats. Specialized units focus on counter-terrorism operations.
International cooperation helps track cross-border terror funding and planning. India works with global partners to combat terrorism.
Long-Term Vision for Kashmir
Complete integration with India:
Kashmir’s future lies firmly within India. The Union Territory structure enables direct central government focus on development.
Equal rights for all citizens regardless of religion or background. Constitutional protections ensure justice and opportunity.

Conclusions and Recommendations
Understanding the Threat
The targeted killing campaign against Hindus and minorities in Jammu and Kashmir post-Article 370 represents Pakistan-backed terrorism’s desperate response to India’s constitutional decisions.
Key findings:
These cowardly attacks aim to sabotage India’s integration and normalisation agenda. They represent direct opposition to constitutional authority.
Terrorists specifically target soft civilian targets because they cannot confront India’s strong security forces. This demonstrates weakness disguised as strategy.
The psychological impact is intentionally maximised to create fear disproportionate to actual casualties. Historical trauma is exploited cruelly.
Pakistan-based terror organizations like LeT operate through local fronts like TRF. This provides plausible deniability while enabling continued terrorism.
India’s Successful Counter-Strategy
Security achievements:
Overall terrorist incidents decreased dramatically post-2019. Traditional militancy faces effective containment.
Cross-border infiltration from Pakistan dropped significantly. Border security improvements prevent militant entry.
Proactive operations eliminate terrorists before they can attack. Intelligence-based operations neutralize cells effectively.
Adaptation to new threats:
Recognising the shift to targeted civilian killings, India adapted security strategies accordingly.
Dedicated protection for minorities replaced generic area security. Vulnerable populations receive focused protection.
Intelligence gathering shifted toward identifying overground worker networks. Local facilitators face identification and action.
Community engagement strengthened. Local populations increasingly cooperate with security forces.
Recommendations for Enhanced Protection
Further security improvements needed:
First: Strengthen intelligence penetration
Security forces must continue focusing on dismantling local intelligence networks that facilitate terrorist attacks.
Technology should be leveraged for communication, monitoring, and surveillance. Modern tools can identify threats before attacks occur.
Rewards for information should encourage locals to report suspicious activity. Financial incentives can break the silence protecting terrorists.
Undercover operations should infiltrate overground worker networks. Inside intelligence provides crucial advance warning.
Second: Create fortified security bubbles
Generic static guards have proven insufficient against determined terrorists. Enhanced protection is required.
Minority residential clusters need layered security with multiple checkpoints. Defence in depth prevents terrorist access.
Government workplaces employing minorities require fortified infrastructure. Hardened buildings with controlled access prevent infiltration.
Transit camps for PMDP returnees need military-grade protection. These symbolic locations require maximum security.
Rapid response teams should be positioned near vulnerable areas. Quick reaction can prevent casualties even if attacks occur.
Third: Prioritise minority protection as strategic objective
The success of post-370 policies depends fundamentally on minority security. This must be recognised as the highest priority.
Security protocols should reflect that protecting soft targets is paramount. Every minority life matters strategically.
Resource allocation should prioritize vulnerable populations over general security. Focused protection is more effective than dispersed coverage.
Accountability for security failures should be strict. Those responsible for protection must face consequences if attacks succeed despite warnings.
Fourth: Expand rehabilitation with enhanced security
The PMDP program represents justice for Kashmiri Pandits. It must continue with improved security backing.
New transit camps should be built with security infrastructure included from the design stage. Purpose-built secure facilities work better than adapted buildings.
Job postings for returnees should be in secure government facilities. Workplace safety must be guaranteed before placement.
Family support services should help returnees adjust. Psychological counselling and community building reduce isolation.
Gradual expansion rather than rushed settlement allows security to adapt. Sustainable rehabilitation requires patience.
Fifth: Sustained counter-terrorism operations
Proactive hunting of terrorist cells must continue aggressively. Waiting for attacks to respond is insufficient.
Cross-border terror infrastructure in Pakistan must be targeted through international pressure and covert operations. Sanctuary across the border enables terrorism.
Technology and surveillance should be upgraded continuously. Modern equipment provides advantages in counter-terrorism.
Training and specialisation should enhance security force capabilities. Elite units focused on preventing targeted killing.
Sixth: Community engagement and trust building
Despite terrorist attempts to divide communities, India should promote unity actively.
Programs highlighting Muslim condemnation of terrorism should receive publicity. The majority opposing violence needs amplification.
Economic development benefiting all communities demonstrates integration’s advantages. Prosperity reduces support for terrorism.
Educational initiatives promoting national unity should reach all students. The next generation should grow up valuing diversity.
The Path Forward
India’s commitment remains absolute.
Article 370’s revocation was historically necessary and legally correct. Integration brings equal rights and opportunities to all.
Kashmiri Pandits will return safely to their homeland. Justice delayed for three decades will finally be achieved.
Economic development will transform Kashmir into a prosperous region. Peace enables prosperity for all residents.
Terrorism will be defeated through sustained, intelligent counter-terrorism. Pakistan-backed violence cannot prevent India’s constitutional authority.
The choice is clear:
Terrorists offer violence, division, and backwardness. They want Kashmir trapped in perpetual conflict.
India offers peace, prosperity, and progress. Integration brings development, opportunity, and security.
Every martyr strengthens India’s resolve.
Makhan Lal Bindroo stayed when others fled. His courage inspires continued commitment.
Rahul Bhat returned home despite risks. His sacrifice proves rehabilitation is worth pursuing.
Supinder Kour, Deepak Chand, and Rajni Bala educated the next generation. Their dedication shows that service continues despite threats.
Vijay Kumar served the economy. His work represented progress that will continue.
These martyrs did not die in vain.
Their sacrifice strengthens India’s determination. Their memory inspires continued effort. Their loss reminds us why defeating terrorism matters.

Frequently Asked Questions (FAQs)
General Questions About Article 370 and Kashmir
Q1: What was Article 370 and why was it revoked?
Article 370 was a temporary provision in the Indian Constitution that granted special autonomous status to Jammu and Kashmir. It was revoked on August 5, 2019, to bring complete integration of Kashmir with India, ensure equal rights for all citizens, and enable comprehensive development of the region. The revocation aimed to end the historical anomaly and establish uniform constitutional provisions across India.
Q2: How did the security situation change after Article 370 was removed?
After Article 370’s revocation, overall terrorist incidents decreased significantly. Total attacks dropped from 417 in 2018 to 229 in 2021. Cross-border infiltration from Pakistan fell from 143 incidents in 2018 to just 34 in 2021. However, Pakistan-backed terrorists adapted by targeting innocent civilians, particularly minorities, in cowardly attacks.
Q3: What is the Prime Minister’s Development Package (PMDP)?
The Prime Minister’s Development Package (PMDP) is a rehabilitation scheme designed to help Kashmiri Pandits return to their homeland. By March 2022, approximately 2,105 migrants had returned to Kashmir Valley under this program, receiving government employment and support for resettlement in their ancestral land.
Questions About Targeted Killings
Q4: How many Kashmiri Pandits were killed after Article 370 revocation?
According to the Ministry of Home Affairs, 14 Kashmiri Pandits and other Hindus were killed by Pakistan-backed terrorists between August 5, 2019, and March 24, 2022. These targeted killings continued beyond this period with additional incidents in 2022.
Q5: Who were the main victims of targeted killings in Kashmir?
The victims primarily included:
- Kashmiri Pandit returnees under PMDP schemes
- Non-local Hindu workers and professionals from other Indian states
- Government employees in revenue departments
- Teachers and school principals
- Bank employees and pharmacists
- Manual labourers and skilled workers
Q6: Which areas of Kashmir saw the most targeted killings?
The targeted killings occurred across multiple districts, including Srinagar, Anantnag, Kulgam, Pulwama, Shopian, and Budgam. These attacks spread across both urban centres and rural areas, showing the valley-wide operational reach of terrorist groups.
Q7: Who was Makhan Lal Bindroo and why was his death significant?
Makhan Lal Bindroo was a respected Kashmiri Pandit pharmacist who refused to leave Kashmir during the 1990s exodus. He was shot dead in his pharmacy in Srinagar on October 5, 2021. His assassination was particularly significant because he symbolised resilience, communal harmony, and the possibility of coexistence. His death showed that even long-term residents dedicated to community service were being targeted.
Q8: What happened to Rahul Bhat?
Rahul Bhat was a 35-year-old Kashmiri Pandit working as a revenue clerk under the PMDP scheme. On May 12, 2022, he was shot dead inside his government office in Budgam district. His martyrdom was a turning point as he directly symbolised India’s rehabilitation policy, and the attack occurred inside a secure government building, proving that enhanced security measures were urgently needed.
Questions About Terrorist Strategy
Q9: Why do terrorists target civilians instead of security forces?
Pakistan-backed terrorists target innocent civilians because they cannot confront India’s strong security forces directly. Attacking soft targets like teachers, bank employees, and workers requires minimal resources while creating maximum psychological impact. This cowardly strategy aims to spread fear and disrupt India’s integration efforts without risking direct military confrontation.
Q10: Which terrorist groups are responsible for these killings?
The Resistance Front (TRF) claims responsibility for many attacks. Security experts have conclusively linked TRF to Pakistan-based organizations like Lashkar-e-Taiba (LeT). Kashmir Freedom Fighters (KFF) also claimed responsibility for some killings, explicitly stating they target those working on post-Article 370 policies.
Q11: What is the primary objective of these targeted killings?
The main objectives are:
- Disrupting India’s normalisation and development efforts
- Creating fear to trigger an exodus of minorities from Kashmir
- Opposing India’s constitutional decision through violence
- Preventing demographic justice for Kashmiri Pandits
- Creating communal division and distrust
Q12: What role does Pakistan play in these attacks?
Pakistan provides backing, training, funding, and strategic direction to terrorist groups operating in Kashmir. Cross-border terror infrastructure in Pakistan enables these attacks. International observers increasingly recognise Pakistan’s role in sponsoring terrorism against India.
Questions About Historical Context
Q13: What happened to Kashmiri Pandits in the 1990s?
During the early 1990s, targeted killings and threats forced approximately 90,000 to 100,000 Kashmiri Pandits to flee their homeland. Scholars estimate that the selective killings of 30-80 Pandits by mid-1990 created widespread panic that triggered this mass exodus. This represents one of the most tragic chapters in Kashmir’s history.
Q14: How many Kashmiri Pandits were killed historically?
Between 1989 and 2004, the Government of Jammu and Kashmir recorded 219 Kashmiri Pandit deaths due to terrorism. The current targeted killings represent a resumption of this pattern after years of relative peace for the community.

During October 2021, particularly in one week, terrorists killed seven people, including four from the Hindu and Sikh minority communities. Notable victims included Makhan Lal Bindroo (a pharmacist), Supinder Kour (a school principal), and Deepak Chand (a teacher). This week marked a serious escalation in targeted violence.
Q19: Who was Rajni Bala?
Rajni Bala was a 36-year-old Hindu school teacher from Jammu who was posted in Kulgam district. On May 31, 2022, she was shot dead near her school by cowardly terrorists. Her martyrdom represented an attack on the education sector and demonstrated terrorist opposition to development.
Q20: Who was Vijay Kumar?
Vijay Kumar was a bank employee from Rajasthan working at Ellaquai Dehati Bank in Kulgam district. On June 2, 2022, a masked gunman entered the bank during business hours and shot him dead. His killing targeted economic integration and aimed to deter skilled professionals from working in Kashmir.
Q21: What happened to Puran Krishan Bhat?
Puran Krishan Bhat was a Kashmiri Hindu farmer killed on October 15, 2022, in Shopian district. Kashmir Freedom Fighters (KFF) claimed responsibility, explicitly stating they targeted “Pandits and non-locals working on the Modi-led agenda post abrogation of Article 370.” His killing showed that even peaceful farmers were targeted simply for being Hindu.
Questions About Future Outlook
Q22: Will Kashmiri Pandits be able to return safely to Kashmir?
Yes. India remains firmly committed to ensuring the safe return and rehabilitation of Kashmiri Pandits to their ancestral homeland. Enhanced security measures, fortified transit camps, dedicated protection for returnees, and sustained counter-terrorism operations are being implemented to guarantee safety. The government’s resolve to achieve demographic justice is absolute.
Q23: What is India’s vision for Kashmir’s future?
India’s vision includes:
- Complete integration with equal rights for all citizens
- Safe rehabilitation of Kashmiri Pandits
- Economic prosperity through tourism, agriculture, and services
- Quality education and healthcare for all
- Modern infrastructure connecting Kashmir with rest of India
- Decisive defeat of Pakistan-backed terrorism
- Peace, progress, and pluralism
Q24: Can terrorism succeed in reversing Article 370’s revocation?
No. India’s constitutional decisions are final and cannot be reversed through cowardly terrorist attacks. Every attack strengthens India’s resolve rather than weakening it. The post-370 integration will continue with full commitment, and terrorism will be defeated through sustained intelligent counter-terrorism operations.
Q25: How can the international community help?
The international community can help by:
- Recognising and condemning Pakistan’s role in sponsoring terrorism
- Pressuring Pakistan to dismantle cross-border terror infrastructure
- Supporting India’s counter-terrorism efforts
- Acknowledging the persecution of Kashmiri Pandits
- Preventing terror funding and support networks globally
Questions About Community Impact
Q26: How do local Kashmiri Muslims view these targeted killings?
The vast majority of Kashmiri Muslims oppose violence and condemn these cowardly terrorist attacks. Many have helped Hindu families, provided protection during attacks, and spoken out publicly against terrorism. Local Muslim leaders increasingly clarify that terrorists don’t represent Islam or Kashmiri Muslims. Community cooperation with security forces has improved.
Q27: What is the psychological impact of these killings?
The psychological impact is significant and disproportionate to actual casualty numbers. Historical trauma from the 1990s exodus amplifies current fear. Each attack triggers memories of past violence and raises concerns about safety. This creates understandable anxiety among minority communities, which is precisely the terrorist objective.
Q28: Are non-local workers still coming to Kashmir?
Despite terrorist attempts to deter migration, non-local workers continue coming to Kashmir for employment, though with enhanced security awareness. The government provides better protection measures for non-local employees. Economic opportunities continue attracting skilled professionals and workers from across India.
Questions About Legal and Constitutional Aspects
Q29: Was the revocation of Article 370 legal?
The revocation was conducted in accordance with proper constitutional procedures, including a Presidential Order and Parliamentary approval. While some challenged the legality in the Supreme Court, the government maintains that all constitutional requirements were fulfilled. The reorganisation of Jammu and Kashmir into Union Territories was legally implemented.
Q30: What rights do minorities have in Kashmir?
Minorities in Kashmir have full constitutional rights equal to all Indian citizens. These include:
- Right to life and personal security
- Right to practice religion freely
- Right to property and livelihood
- Right to government employment and benefits
